Amendment #4 to the SALMON-3 AO creates a new proposal opportunity via PEA K: Earth Venture Instrument (EVI)-5.
NASA's Science Mission Directorate announces the addition of Program Element Appendix (PEA) K to the omnibus NASA Announcement of Opportunity entitled Third Stand Alone Missions of Opportunity Notice (SALMON-3 NNH17ZDA004O). PEA K is the Earth Venture Instrument (EVI)-5, a new opportunity to propose complete PI-led science investigations requiring spaceflight instrument or CubeSat(s) development. SALMON-3 PEA K is a Focused Mission of Opportunity that addresses a specific, NASA-identified flight opportunity that fulfills the solicited objectives and includes all of the elements specified in the PEA and in the SALMON-3 AO.
The investigation PI is responsible for conducting the proposed science investigation which includes, but is not limited to: (i) development and delivery of the instrument, instrument package, and/or CubeSat(s); (ii) working with NASA to integrate the instrument on the NASA-chosen platform and/or the complete CubeSat(s) onto the NASA-determined launch vehicle; (iii) commissioning, validating, and operating the instrument and/or CubeSat(s) on-orbit and required ground systems to carry out the proposed science investigation; (iv) preparing and delivering appropriate data analysis software, including required calibration data, analyzing the data, archiving all the proposed investigation data at one or more NASA-chosen Distributed Active Archive Center (DAAC) for public distribution to the scientific community, and reporting the results of the science investigation in the scientific literature.
The science goals and questions are described in Section 2 of the PEA. Any appropriate science question relevant to NASA's Earth science goals may be addressed with the proposed investigations.
A Pre-Proposal Web Conference for EVI-5 is scheduled for July 19, 2018 at 1:00 PM (eastern time). Additional information regarding this web conference will be posted on the EVI-5 Acquisition Homepage.

NASA Announcement: Release of the DRAFT Earth Venture Instrument-5 (EVI-5) Program Element Appendix (PEA) to the Third Stand Alone Missions of Opportunity Notice (SALMON-3) for Community Comments
On approximately April 10, 2018, the National Aeronautics and Space Administration (NASA) will be releasing a draft of the Earth Venture Instrument 5 (EVI-5) Program Element Appendix (PEA) to the Third Stand Alone Missions of Opportunity Notice (SALMON-3) Announcement of Opportunity (AO) for community comments (NNH18ZDA007J). Comments should be sent by email to the Point of Contact indicated below and are due by May 9, 2018. Upon the release date, the full text of the draft solicitation will be available in NSPIRES (http://nspires.nasaprs.com).
SALMON-3 is an omnibus NASA AO which provides a solicitation and procurement base for modest investigations, also referred to as Missions of Opportunity (MO), requiring space flight that advance the high priority science, exploration, and technology objectives of NASA's Science Mission Directorate, Human Exploration and Operations Mission Directorate, and the Space Technology Mission Directorate. EVI-5 will solicit Earth science-focused proposals to develop spaceflight instruments to be installed on a NASA-provided platform or to develop CubeSat-based missions. Investigations may target any Earth science questions or issues that advance the goals of NASA Strategic Plan 2018, NASA Science Mission Directorate's 2014 Science Plan and/or the 35 science questions outlined in the 2017 Decadal Survey report entitled, "Thriving on Our Changing Planet: A Decadal Strategy for Earth Observation from Space (National Academies of Science, Engineering, and Medicine, 2017), all available in the EVI-5 Library at http://essp.larc.nasa.gov/EVI-5/evi-5_library.html.
EVI-5 is part of the Earth Venture (EV) portfolio under the Earth System Science Pathfinder (ESSP) Program and will be the fifth solicitation in the EVI series. The EV portfolio consists of regularly solicited, competitively selected, cost and schedule constrained Earth science investigations as recommended in the 2017 Decadal Survey report.
The PI-Managed portion of the Mission Cost Cap for EVI-5 investigations is dependent on the instrument class. For investigations based on Class C instruments, the cost cap will be $108M in FY 2022 dollars. For investigations based on Class D instruments or CubeSats, the cost cap will be $35M in FY 2022 dollars. NASA also offers an up to $5M Science Enhancement Option for certain targeted activities for Class D instrument and CubeSat investigations. NASA may select some combination of Class C and Class D investigations based on funding availability at the time of selection. For EVI-5, NASA plans to complete the selection process in a single step, as was done for previous EVI solicitations.
Participation will be open to all categories of organizations (U.S. and non-U.S.), including educational institutions, industry, not-for-profit organizations, Federally Funded Research and Development Centers, NASA Centers, the Jet Propulsion Laboratory, and other Government agencies. However, for this PEA, only U.S. organizations are eligible to propose as the sole or lead organization. Non-U.S. organizations may participate as non-lead organizations collaborating with U.S. leads on a no-exchange-of-funds basis.
The comment period for the Draft EVI-5 SALMON-3 PEA ends on May 9, 2018. Comments on the draft should be addressed by email to Dr. Hank Margolis, (hank.a.margolis@nasa.gov).
