Due to the disruptive severe weather conditions in parts of the country, this amendment extends the proposal due date to March 25, 2021 for all proposers. This amendment makes three changes:
  1. It lowers the amount that the proposals need reduce the AO Adjusted Cost Cap for Commercial FAA-Licensed Launch services from $12M per launch to $9M per launch for launches below the defined cutoff, and from $22M per launch to $14M per launch for higher than the defined cutoff.
  2. It extends the proposal due date to March 18, 2021.
  3. It updates the Agency Procurement Ombudsman language.

This amendment makes a series of changes including correcting the due date for the mandatory Notice of Intent (NOI) to January 12, 2021, changing the referenced NASA Policy Requirement (NPR) document entitled NPR 7150.2B, NASA Software Engineering Requirements to the latest version NPR 7150.2C, and updating the cost threshold for subcontracting opportunities for small businesses to $750,000. The proposal due date remains unchanged.

Earth Venture Mission-3 Announcement of Opportunity Final Text Released



The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is releasing an Announcement of Opportunity (AO) solicitation number NNH21ZDA002O to solicit Principal Investigator (PI)-led science investigations for the Earth Venture Mission-3 (EVM-3) element of the Earth System Science Pathfinder (ESSP) Program. NASA desires to launch the EVM-3 investigation within five years of initiation of formulation. NASA recognizes and supports the benefits of engaging diverse and inclusive scientific, engineering, and technology communities and fully expects that such values will be reflected in the composition of all proposal teams as well as peer review panels (science, engineering, and technology), science definition teams, and mission and instrument teams.

The AO cost cap for this EVM-3 mission is $190 Million in NASA Fiscal Year (FY) 2022 dollars (estimate), including launch but not including any contributions. It is expected that any investigation selected will be managed as Class D missions, see NASA Procedural Requirement NPR 8705.4, Risk Classification for NASA Payloads, which is in the EVM-3 Library
 
Multiple options for access to space are available with this solicitation. Launch vehicle procurement may be obtained through NASA or independently. Launch vehicle standard services can be provided by a NASA Launch Service Provider, and the cost, depending on the type of access to space, will be deducted from the PI-managed cost cap. Alternatively, access to space may be obtained independently of NASA with an appropriate provider and the Principal Investigator team will be responsible for the full costs, risks, and management of this portion of the mission.

Anticipated Significant Changes Between the Draft and Final Earth Venture Mission-3 Announcements of Opportunity

On April 10, 2020, NASA's Science Mission Directorate (SMD) released for comment a Draft Announcement of Opportunity (AO) for Earth Venture Mission-3 (EVM-3): Solicitation Number NNH20ZDA006J. We received a large number of questions and comments from the scientific community. Based in part on these comments, SMD is issuing this community notice that summarizes significant changes between the draft and final AOs. Proposers should read the EVM-3 AO carefully when it is released in final.
 

Allowance of Alternative Access to Space:

To increase the opportunities for access to space for investigations proposed in response to the EVM-3 AO, proposals may include Alternative Access to Space (that is, PI-arranged Access to Space) for both the Launch Service and Rideshare opportunities.
 

New and Separate Costs for Smaller versus Larger Venture Class Launch Services for AO-provided Access to Space:

For AO-provided access to space using Venture Class Launch Services (VCLS), the PIManaged Cost Cap will be reduced as follows:
  • For payloads that are greater than 150 kg or need an operational altitude above 500 km, the PI-Managed Cost Cap decrease will be $22M per launch vehicle, as compared to $25M in the draft AO.
  • For payloads under 150 kg and requiring an operational altitude of less than 500 km, the Cost Cap decrease will be $12M per launch vehicle.

Rideshare costs will now be at a per/port rate instead of a full Evolved Expendable Launch Vehicle (EELV) Secondary Payload Adapter (ESPA) ring cost for AO-provided Rideshare:

For AO-provided Rideshare, the PI-Managed Cost Cap decrease will be on a per port basis, $6.5M for an ESPA Grande port and $4.2 M for an ESPA port. The cost of a full ESPA or ESPA Grande will remain at $25M.
 

Proposals will not be required to provide Level 1 and Level 2 requirements:

Proposals will not be required to provide the Level 1 and Level 2 requirements, as spelled out in Section 5.1.5 of the draft EVM-3 AO. Requirements 12 and 13 in the draft AO (NNH20ZDA006J) will not be in the final AO document. Proposers may include this information if they see it as appropriate but must stay within the stated page allocations.
